23 states have or are considering enforcing a new law of drug testing welfare recipients. Experts say that this will impact Black Americans most. There is no telling how they will react to this, but I don't know if it will be a major impact Black Americans most, I would like to know who did the survey to come up with that. Like, all black welfare recipient are on welfare cause they were addicted to drugs. That's really how it happens is it? I didn't see that being the natural progression. But I do believe that it will effect a lot of people in general...
